The vision of developed Uttarakhand will play a role in achieving the goal of developed India

Chief Minister Shri Pushkar Singh Dhami addressed the state's administrative officers on Friday during the "Chintan Shivir and Dialogue on Vision 2047" organised at the Civil Services Institute.

Chief Minister Shri Pushkar Singh Dhami stated that through this two-day camp a solid, practical and time-bound strategy will be prepared to make India a developed nation by 2047, in accordance with Prime Minister Shri Narendra Modi's resolution. During this period, intensive deliberations will be held on all major sectors related to the overall development of Uttarakhand. This will help determine a clear, practical and time-bound direction for the future of the state.

CM Dhami said that the resolution to make India a fully developed nation by 2047 can only be realised when every state of the country is equally developed. For this, Uttarakhand will also have to determine a clear and long-term direction for development in line with its resources, capabilities and specificities. He mentioned that the "Viksit Bharat" resolution presented by the Prime Minister is not limited to one government, one tenure or one scheme; rather, it is such a comprehensive and long-term national perspective that encompasses the resolution to establish India as an economically, socially, technologically, strategically, culturally empowered, and self-reliant global leader. The greatest feature of this vision is that development has not been kept limited to statistics alone, but has been made human-centric, inclusive and sustainable. Developed India means the creation of such an India where every citizen receives equal opportunities and where the governance system is transparent, sensitive and people-centric.

Role of the Administrative Machinery

The Chief Minister said that the activity, sensitivity and efficiency of the administration determine everything from policy formulation to its implementation and final success. Therefore, the role of the administrative machinery is extremely important in realising this vision. For this, our administration must not only work with speed and transparency but also implement every policy, decision and plan with a ‘goal-oriented’ and ‘people-centric’ vision. Chief Minister told the officers that they should not limit their work to merely giving orders or holding meetings, but should complete every task falling within their domain with innovation, transparency, a time-bound and result-oriented approach, and with promptness and accountability. Chief Minister Shri Dhami said that today we are creating a roadmap to realise the resolution of "Developed India through Developed Uttarakhand”. This should not remain limited to just making plans and policies or setting targets; instead, we must see what changes our plans and policies bring to the lives of common citizens. For this, we must focus on standards such as increasing farmers' income, job creation for youth and equal opportunities for women. He said that the achievement of these goals will determine the actual test of developed Uttarakhand and developed India.

Work Like Team Uttarakhand

CM Dhami said that being a mountainous state, we face certain special challenges, but many opportunities are hidden within these challenges. If we mold our policies and plans according to the state's geographical conditions, local requirements and future needs, Uttarakhand can provide a new direction to development in the country by establishing a balance between economy and ecology. For this, we must decide the level our state should reach by the year 2047 in sectors like education, health, industry, tourism, agriculture, energy, technology and good governance. Along with this, rising above departmental boundaries and a clear action plan for the next twenty-five years must be prepared by establishing coordination among all departments to realise Vision 2047. He said we must move beyond the "solo player" mindset and work as "Team Uttarakhand”. He told the officers to pay special attention to the development of the place where they started their service and to resolve public problems by noting them in a diary during the "Jan Jan Ki Sarkar, Jan Jan Ke Dwar" programme.

Foundation of Developed Uttarakhan

In his address, the Chief Minister said that the foundation of developed Uttarakhand rests on the three pillars of good governance, technology and innovation, and people-centric sustainable and balanced development. Good governance does not mean just following rules and procedures; rather, we must ensure that every decision is on time, every plan is transparent and every officer is accountable for their responsibility. He said we must make governance more effective, fast and transparent by using modern technologies including e-governance, artificial intelligence and data analytics. Also, it must be ensured that technology is not limited to urban areas but reaches remote and frontier villages. Along with this, the welfare of common citizens should be paramount and the centre of our policies and plans. He said that public trust is the biggest capital of the administration and maintaining it should be our highest priority. Chief Minister said that in an environmentally sensitive state like Uttarakhand, it is extremely necessary to maintain a balance between development and environment. Disaster management must be made an integral part of the development plan.

Determine Output and Outcome

He said that officers must determine clear outputs and outcomes for every plan. Mere expenditure of money is not the scale of success for any plan. While motivating the officers, the Chief Minister said, “Your every decision does not just affect today but also determines the direction of the coming future. As administrative officers, the positive changes brought about in the lives of the public through your decisions, work and policies will become your real identity in the future. Therefore, do not consider your duties as just administrative responsibility, but fulfil them by considering them an opportunity for social service and nation-building”. He mentioned that sometimes it is seen that the public's voice remains unheard, or red-tapism brings delays in work - these situations weaken the public's trust in the administration. He said that this journey of Developed India and Developed Uttarakhand is long; if our direction remains right, our policy remains clear, our intention remains clean and our resolution remains firm, we will definitely succeed in fulfilling our goal.

CM Participated in Deliberations Even After the Addres

Chief Minister Pushkar Singh Dhami remained involved in the Chintan Shivir and Dialogue on Vision 2047 for a long time even after the inaugural session. After the address in the first session, Chief Minister Pushkar Singh Dhami sat in the first row of the hall below the stage. During this time, brainstorming and dialogue on various subjects continued on the stage; CM Pushkar Singh Dhami continued to listen to the discussion while sitting in the hall and also continued to note down the main points and suggestions of the dialogue.

On this occasion, CEO of SETU Commission Shri Shatrughan Singh, Principal Secretary Shri R.K. Sudhanshu, Dr. R. Meenakshi Sundaram, Programme Director from NITI Aayog Dr. Neelam Patel, IAS officers and experts on various subjects were present.
